Position Summary
The Market Access and Policy Director will be responsible for developing and championing a clear market access strategy for Alexion in the NL the Netherlands and Alpine countries (Austria and Switzerland). He/she will develop policy positions and government affairs strategies aimed at delivering a favorable business environment and maximizing patient access to Alexion’s innovative medicines. Fluency in both the Dutch and German language is very important.

Principal Responsibilities

  • Understand the implications our portfolio will have on the wider healthcare environment and the impact the changing healthcare environment will have on our portfolio
  • Identify the optimal pricing, reimbursement and commercial model for the product portfolio in the context of the wider health economy and reimbursement system at a national and sub-national/payer level
  • Participate as a strong member of the Leadership Teams for both Alpine and NLNL (North Cluster)
  • Work in effective partnership with the INTERNATIONAL VAP team to identify and prioritize Local Country requirements and align on overall strategy
  • Lead the development of the market access component of the Country Operational Plans
  • Lead and manage efforts to analyze and develop/implement recommendations and strategies regarding policy and pricing/reimbursement issues impacting Alexion’s portfolio
  • Work closely with the commercial teams to represent and champion the pricing and market access priorities
  • Support the commercial team on funding negotiations
  • Identify process-related and price negotiation hurdles to product launch and uptake.
  • Propose and implement plans to address / overcome these barriers
  • Collaborate with INTERNATIONAL Value, Access and Policy team to ensure alignment of local and Global market access priorities
  • Collaborate with aligned functions (regulatory, legal, compliance, patient advocacy, commercial, and medical) in Country to maximize business performance and coordination of plans & activities
  • Participate in the INTERNATIONAL Value, Access and Policy Network to share and leverage insights and expertise
  • Work with the INTERNATIONAL team to ensure that value tools are customized appropriately when relevant for the local Country (e.g. GVD, Budget Impact Models)
  • Ensure the needs of the National payers are fully considered in the development of the Global Value & Access Strategy and evidence gaps relevant for NL and Alpine countries are elevated in Global plans
  • Ensure the broad health economy decision making processes and influencers are fully understood throughout the organization, educate and empower the wider business teams to enhance engagement strategies
  • Identify local and national business stakeholders
  • Lead the development and maintenance of constructive corporate relationships with selected key national policy-makers and budget-holders
  • Engage with Governments, MPs, payers, HTA bodies, trade associations, think tanks and other stakeholders on policy issues
  • Respond to public consultations on behalf of the business to articulate policy positions
  • Work collaboratively with other stakeholders to develop common policy positions, including through industry association, working groups and other third parties
  • Build coalitions of support with third party organizations to deliver multi-stakeholder public affairs campaigns
  • Manage local political consultants and coordinate projects
  • Ensure there is a clear non-clinical stakeholder influence map for the relevant disease areas
  • Oversee development of outreach and engagement plan for key payers and their influencers
  • Oversee development or adaptation of local payer toolkits (including payer product value materials)
  • Monitor Health Care Reforms & measures impacting Orphan drugs in terms of Market Access & Pricing
  • Anticipate and assess the consequences in terms of Challenges & Opportunities
  • Create and deploy impactful value propositions for all Products
  • Collaborate with Commercial teams to develop and iterate value propositions for each brand that are relevant, impactful and tailored to the variety of decision makers in the healthcare environment

Experience & Qualifications

  • Minimun 5 years’ experience in managing a National Market Access function (or similar), ideally with experience across more than one country in the NL/Alpine area Experience in
  • Public Affairs/Corporate Affairs/Health policy
  • Direct Experience in National Dossier submission and pricing negotiation (where appropriate/applicable)
  • Deep Understanding of the Healthcare Systems in the countries identified stakeholders, processes and funding flows. Very desired is understanding of gaining access for rare disease drugs.
  • Strong background in specialty care. Expertise in orphan drugs preferred

  • Fluent in English, both German and Dutch

Additional Information:

  • Must be a self-starter willing to work in small team with very operational and very strategic tasks at the same time
  • Willing to travel 50% within the cluster
